Description

To promote an image that is both industrial and pioneering, the town of Champagne and the Moret-Seine-et-Loing inter-communal authority decided to make available some roofs they own for them to be used as a platform for a large-scale photovoltaic project.

Qualitative benefits

In line with the requirements of the municipality of Champagne-sur-Seine and the Moret-Seine-et-Loing inter-communal authority, the initiative will aim to:

-provide innovation with this original solution proposed in the technical, economic, organizational, legal and social fields

- set an environmental example, especially in the choice of materials used and more generally in the reduction of the impacts of the project on the environment,

- set a social example in the choice of business partners and relations with them,

- set a social example in the relations and exchanges with companies that are currently occupying the buildings in the industrial zone and more broadly with all Champagne-sur-Seine residents,

- set an example for communication throughout the project. Candidates are reminded that this project is also part of an economic and heritage asset valuation initiative in the region. 

Stages of the initiative

The call for expressions of interest has enabled partners to select the best candidate without determining all the legal and technical aspects of the project. These will be defined and validated by all parties during the next phase after the call for expressions of interest.

The legal structure of the project was discussed at the hearing phase between the project partners from the various possibilities offered by the general local authority code, namely: • The land occupancy agreement (Articles Art. L. 2121-1 et seq. of the local authority code) • Permission for temporary occupation creating rights in rem (Articles L. 1311-5 et seq. of the local authority code) • The administrative long-term lease (Articles L. 1311-2 et seq. of the local authority code) • The public works concession (Article L1415-1 of the local authority code created by the Order of 15 July 2009).   • 1 December 2015: Launch of the call for expressions of interest
  • 1 February 2016: Submission candidates’ applications
  • February-April 2016: Hearings and discussions with candidates
  • late 2016: start of the experiment
